Nowadays, all the developed countries are facing a huge development and improvement like no
other way before. The most important development was the scientific development, especially in
the communication and computer fields. Although, this is what we are going through in the 21st
century, where these countries have benefited from this science in all aspects. One of these aspects,
was the security field. The developed societies are facing a huge improvement in dedicating this
science in the security field.
However, it made a various and remarkable security achievements
where it resulted in a safe, healthy, and peaceful environment. This shows a positive impact on
different aspects in such countries like the economic and social fields.
Moreover, this impact made
these developed countries rank on the top of all the developed countries as well. Noting that where
there is no security, there is no stability, no peace, no investment, no growth, and no safety.
The idea
The idea of this project came on the basis of what was mentioned above; to link the scientific
development in the computer and communication fields in the security sector, with the Lebanese
proactive security system. However, everyone knows the role of the Lebanese Internal Security
Force (ISF). In addition to its tasks in the administrative and justice fields, it works on exposing
and punishing all the criminals and offenders in order to maintain and create safe environment to
live in.
Moreover, the ISF tends to suppressing the traffic violations and giving the offenders tickets
through making security barriers on the road. Furthermore, this project helps in canceling the
regular road barriers and turning them to ones that are more developed using a systemized project
that includes a set of main data regarding the types of the car and its characteristics and its legal
status based on the Lebanese law. In addition to the data about the driver or the car owner, and all
the crimes and violations against him/her.
This project works on offering all the sets of traffic data in Lebanon from all associations of traffic
authorities in Lebanon and linking it with a data base in the project. In addition to linking the set
of data concerning the car mechanical and insurance fees, which leads to canceling all the regular
security barriers through stopping the car on the right of the road, and asking the driver to show
all the official car and personal documents to make sure of its legacy and facing some issues and
difficulties through this process because of the driver’s inability of showing his/her documents due
to lack of documents or not having them or due to bad weather which makes the driver unable to
stop on the barrier from the first place.
Solution
Therefore, this program is fixed on a software inside the police car, and the car will be parked on
the road barrier in the opposite direction of the road. Inside the car, there is a camera that works
on entering the frames of the car plate to the software, where the program and the whole project
works on turning image of the car plate to characters with signals (S, N,A.O.T…) and processing
and showing all the information related to the car ( Car number, type. Model, chassis number,
motor number, …) and the owner’s information as well (Full name, Mother’s name, date of birth,
nationality phone number, address) without the need of making the driver show all the documents.
This helps the internal security officer in gathering the needed information and data about the car
and its owner.
As so, this project helps in inquiring about the people in the car through what is known in the ISF
(النشرة) through linking this project with the server found in the Bulletin Center to show if the car
and its driver and/or owner have sanctions or are blacklisted (criminal actions, violations, etc..).
By then, exposing and identifying criminals and arresting them. Finally, mainly this project shows
the benefit of the scientific and technological development in the field of security, maintaining and
making sure of the data, offering more work time and not annoying the people who are obeying
the laws and regulations, reaching the point to detect the violations and all actions against the law
with much higher speed than the regular speed actions to apply the rules and security
